Yeah, but because that’s the only rule, quite a lot of people use it to try to troll people. And it’s not easy for a message board that allows anoymous posting to actually ban anyone. I guess they could ban your IP or your specific web browser configuration (which is, more likely than not, specific to you), but both of those are easy to get around.
AFAIK, child porn just gets removed–the poster doesn’t really feel any consequences. But note that this is all second hand information: /b/ is just too confusing for me.

And yes, child porn will get you banned. Thank goodness. I used to like lurking in /b/ on rare occasions but surprise child porn really ruins your day.
