I assume you mean little as in size, because the person in the picture is definitely not a minor. I think this is from the Euro MTV awards.

Looks like Wee Bairn is correct. Here is the portion of the show from which it appears the still image was taken. The dancer looks to be in her 20s to me, although she is deliberately dressed as someone much younger.

My dad met Borat in Germany the other day. I haven’t had a chance to ask him about it since he got back but he did say he was hilarious in person.
