I’d certainly read it as a double shot. I don’t know that I’ve seen the term “a glass of double rum” before, but “a double whiskey” is a fairly common way of saying a double shot of whiskey.
It may refer to OP (overproof) rum. I am not basing this of any particular knowledge or cite, but its what I thought when I read the topic.
Maybe “double rum” is a special reserve that hasn’t been watered as (we might presume) is the proprietor’s usual practice.
I thought it was two different rums together, such as light and dark rums.
