What is the current status of people held up by the travel ban?

I keep hearing people talking about folks still being held up by the travel ban, but I’ve also been reading reports about how a bunch of people that were being held up have been released (sometimes after pretty horrible ordeals). So, what’s the GQ answer to this? Hasn’t the court decision by the 9th circuit stopped the government’s ability to do the ban? Doesn’t that mean they have to let folks who have valid documents in now?? Or is this another clusterfuck with some people honoring the court decision and some not? I realize there are tons of threads on this subject, but just trying to get a solid answer to this.

Even prior to the EO and the court case there was not a requirement that persons with a non-immigrant visa be admitted. An immigration officer could still question a traveler and refuse entry on a set of established grounds. It was unusual, but it happened from time to time.

And after the court case we are back to that status quo ante situation. So there could still be visa holders refused entry and such might wrongly be ascribed to the EO.

Refugees who had travel canceled are getting it re-scheduled, but it takes time to work through the State Dept. and UN.

People who had visas (improperly) physically canceled are dealing with mixed reactions from airlines and CBP, but CBP has increasingly been vouching for them and providing escorts and letters of approval

Some people for whom travel was a big ordeal and who were turned away at airports on the 27th and 28th, mostly the sick and the old and the middle class, are recuperating or gathering money to make the trip again.

And some people are still getting harassed by that proportion of CBP that agrees with Trump and wants to keep people out, court orders or not.

Pretty much everyone else is traveling as normal, subject to the usual conditions and problems.
