what is the name of this philosophical response to problem solving

Someone on this board posted a wiki link once, I think it had “anarchy” in the title

the theory is that when presented with a hard/impossible to control problem that cannot be solved, people look for aspects they can control and want draconian rules for the aspects they can control even if they achieve nothing or are counterproductive.

An example would be sex offenders. The truly dangerous ones are the minority of serial rapists and child abusers because most either never get caught, or are only caught after having dozens of victims society responds by creating draconian rules for minor sex offenders like teenage statutory rapists. We can’t control or stop the dangerous ones so we create draconian rulesvfor the ones we can control

another could be gun control, since we can’t stop mass shootings some people want bans on violent video games since we can at least control that.

Parkinson’s law of triviality, or bikeshedding, probably isn’t what you are looking for, but it has the common element of focusing on the more easily understood aspects of a problem.
