The cynic in me says that the guy in the video is the same guy that set up the web cam.
That’s not a 24 hour time lapse…maybe a 30 minute. And I would agree with Baracus.

Based on the title, I think it’s probably 5 minutes from a 24 hour time lapse video. If you watch the lights they cycle three or four times.
Having said that, even if it’s not a setup, then the guy is just mentally disturbed. Happens all the time. There’s a guy by my house that stands at an intersection and ‘directs traffic’ everyday for hours at time. Just stands there and makes giant waving movements with his hands and then when the light changes he does it in a different direction. The first time I saw him, I thought he was just waving at someone across the street or in a car.

The video title says it’s a 5-minute stretch. My guess is it’s a guy with motility trouble. I see people like him all the time in the city, taking a couple of light cycles to make it across 4 lanes.

That guy looks like he was edited into the video. He looks a little “different” in image quality from everyone else. Nobody seems to take notice of him.

The way he keeps turning around I actually think it is C but any of them are possible.
