The Nixon administration did a very expensive study on pornography. They were absolutely sure what the results would be.,harmful and dangerous to the people. When it came out the wrong way they suppressed it. The facts were wrong and needed to be changed.
Reagan repeated it a few years later.

It would not require breaking any new ground. Up to the '70s practically every state had restrictive anti-porn laws which, in most cases, were constitutional according to the SCOTUS. (There’s a large body of case law on the subject, some of which is considered porn in its own right.)
