I’m not convinced that it’s the Charleston- earlier in the clip it’s the Charleston, but I think the ending is more in the style of swing/jitterbug/Lindy Hop. Check out this clip starting at 0:30 orthis one for a more modern take. Imagine that the men in the OP are dancing with partners.
Definitely Charleston.
The first guy starts off with some basic 20’s-style Charleston with foot fans. The second guy does an exaggerated version of this – something almost like 30s-style Charleston. The third fella (who is possibly the first guy, back for more) does the classic “scarecrow” move. And so forth.
