A flat cap.
I always knew that as a golf cap.
My brother in law from Philly calls them jeff caps, but I’ve only heard other people from Philly call it that.
I’ve always called them “ivy caps.” I just googled ivy cap the same Wikipedia “flat cap” link that GuanoLad posted came up!
I’ve always called them “Immigrant caps” or “Just-Off-The-Boat hats.”
I say that in a non-derisive way of course. I recall many of the Ellis Island photos of immigrants getting off the boats and so many of the men, regardless of their country of origin, can be seen wearing flat caps.
I own three of them by the way.

My friends call it a “paperboy hat,” which redirects to the “flat cap” on Wikipedia that GuanoLad suggested. For completeness’ sake, a drunk man once shouted that I was a “Reuben Studdard Hat-Wearing Motherfucker,” so I suppose that’s in the vernacular.
Flat caps are or were very common here in rural areas. My dad wore one and some of his brothers still do. Some of my cousins wear them too but in more “urban” style.
I always thought a newsboy cap was more baggy, like
