With my desktop computer, at least, I know I need a certain quality (and size) monitor to truly justify it’s interior hardware and overclocking. Can the same be said for modern game consoles?

Make sure the TV can do 1080P. Not all “HD” tvs can.
Yes, the PS3 has the capability of outputting a 1080p signal via HDMI cable and 1080i over component.
If you use component, the PS3 (like all players) will not upconvert standard DVDs so get a TV with HDMI which they all do have anyway, HDTVs anyway.
Be aware, however, that the PS3 unlike the Xbox 360 will not upscale game graphics. Many PS3 games are still shipping with 720p as their highest native resolution. This can lead to rainbowing or ghosting issues on LCD TVs since the TV will try to upscale the image on its own, and the success of that upscaling varies quite a bit depending on the model.
