Domo-Kun is a Japanese monster used by a TV station (as per Ashtar’s link) that became very popular at Fark.com where there are threads where folks alter intersting photos with Photoshop. The kitty (cliche kitty) is another popular ‘device’ used when photoshopping.
They came together in a humerous photo that lambasted folks saying that God kills a kitten every time you masturbate. That photo became so popular that in response to it the photo you linked to was created “every time you send that fucking photo god kills a domo kun”
