The description indicates that she has Hypochondroplasia (a form of short-limbed dwarfism), but her proportions indicate anything but that.
Is there a specific type of condition or type of dwarfism for someone who is proportioned like this? Her limbs/fingers/etc are in proportion to the rest of her, relative to the proportions of short-limbed dwarfs.
I’ve known one other person, personally, who was built like this, and she had various growth issues from medications, which I believe to be steroids, but I am guessing. Ergo, there was no dwarfism at play.

Hypochondroplasia may be classified as a ‘short-limbed dwarfism’, but it’s very different than achondroplasia. Looked it up: it’s also known as ‘atypical achondroplasia’. Most people with this condition have fairly proportionate limbs, they are just very short with larger heads. And the shortness of the limbs tends to be more towards the ends of them (forearms and lower legs). There is also individual variation, and that can make a huge difference in anyone’s appearance, even someone with a clear-cut diagnosis.
Based on everything I just read about the condition, Kelsey seems typical for someone with hypochondroplasia and not typical for other types of dwarfism I have read about.
She does have that sort of knock-kneed walk, that’s more typical of a true achondroplasiac, but her legs are proportionally VERY long. Like a mini-supermodel!
I wonder if it’s possible that she had a little limb-lengthening done? I somehow doubt it because her arms and fingers are also long and don’t look like those of a achondroplasiac.
If I were going to be a dwarf I think I’d pick her kind. 
Very, long arms and legs. It’s like her torso never grew.
I watched Little People Big World on TLC. They featured a lot of dwarfs (besides the family) and none looked anything like that. Usually, a dwarf has a long torso and short limbs.
She is a cute girl.
I’m wondering if she’s a Mormon-- large family; student at BTU. Which leads me to ask… Are there any known genetic defects that occur more commonly in Mormons in the US? I know there are among the Amish (dwarfism being one), but I would guess the Mormons have a much larger gene pool with more inflow of genes than Amish communities.
Well, I seriously wonder if she is mis-classified.
No - there’s achondroplasia and pseudoachondroplasia which typically have short limbs/digits, a more normal sized torso, and large forehead. This girl has hypochondroplasia which is NOT the same thing despite the similarity in names. Her disorder is more “over all short” and thus the limbs and digits are more proportional.
