What's a "Cul-de-jatte"?

In his short story “Out of Phase,” Joe Haldeman refers to a shapeshifting alien spending time as a “cul-de-jatte in Monaco.” Whazzat? My usual online dictionary sources have all let me down.

Apparently, a legless cripple.
