I would guess the answer to your first question is actually under a minute, when the mods close threads started under one of concrete’s sock puppets as soon as he starts them.
As for the second one, I’m pretty sure I’ve seen one of 'crete’s puppets banned with only 3 posts under the name before.
Well, there was that ridiculous spate of Coldfire threads one weekend. And whole slew of Michi threads that were completely overboard.
Now, for locked/deleted threads, I’ve gotten 'em with zero views. And we’ve banned (im)posters before they’ve made even a single post. Tough to top that.
