for all our collective and individual brilliance, sometimes we are, collectively and individually, unable to see the forest for the trees.
Surely we’re supposed to interpret the question as “[of these two] which do you put on first?” The OP would’ve suffered quite a failure of imagination if it only occurred to them that anyone could choose the two items in particular out of every possibility as first to put on.

I put on my T-shirt, boxers, and pants. Go to the kitchen to start the coffee pot. I’m still in my slippers.
Dress shirt, socks & shoes get put on later when I’m ready to leave the house.
I wear socks to bed during the cold months, so tend to leave them on for days at a time. It occurs to me as I write this that maybe I should change this practice. Anyway, even when I am not doing that, ie in the warmer months, socks are the last of the things I put on, as I am barefoot through my house until I need to go out.

For me socks are first on, last off.
You need a “Depends” answer.
In the morning, I put on my socks last, before I leave the house. I prefer being barefoot, which drives my wife nuts in the winter.
At the gym, I put on my socks first, since they’re right there, and I like over the calf socks, which are easier to put on before pants.

Pants certainly. I often don’t wear socks, but the answer is still pants first.
Socks before pants almost always. Socks vs underwear is a coin-flip.
When I get out of the shower I generally follow this pattern (I’m a guy):
- boxer briefs
- undershirt (on a work day)
- shirt
- pants
- socks
- belt
- shoes just before I leave the house.
“No pants” is not necessarily a joke. Lots of us wear skirts and dresses.
I live in South East Asia and we don’t usually wear footwear at home.
Hence, socks are the last to put on, usually only when we go outdoors.
Any Japanese around? Do you put on socks only when going out?
Always socks first. I hate trying to get the tops of my socks up my calves if I put pants on first.
