It’s a recruiting poster. The slogan is:
“Use the Force!
The Police Force!”
There are a number of pictures in that group of buddy aiming his blaster at people.
The cops were probably obligated to make sure that masked folks’ weapons were really harmless toys, especially since it was an event organized for local kids. (Pretty sure that the pic in the OP was staged for fun, though.)
