Which are the best Non-developed or developing countries to find a job or immigrate?

Why are you assuming it would be easier to get a job in an undeveloped country? Africa already has a billion Africans who can do general jobs any person can do.

Naah, not just housing. Luanda is the most expensive city in the world(or was, I think Tokyo might have overtaken it again, but the difference is minimal and Luanda is still in top 2).

Not outside of India. Around here most people are aware a caste system exists but have no idea about the details of how it works, or how to tell who is high or low caste. Nor do they care.

There are plenty of IT jobs in South Africa. One of our software suppliers has even resorted to advertising on Stack Overflow - http://careers.stackoverflow.com/jobs/22509/senior-c-plus-plus-developer-derivco?a=qAPSd4k - and while that ad is specific C++, they also have many other openings.

That ad is for a place in Durban, coincidently the home of a large number of people whose ancestors originated in India.

I was responding to your specific point that “even then you need to have a job lined up with a local company first” for English teachers and other needed skills. Computer science jobs would, yes, generally require going through official channels.
