Which people get the Andy Warhol Award for 15 minutes of fame?

Brian “Kato” Kaelin. Omnipreent during the OJ trial, now totally forgotton.

Mary Kay Latourneau. A scandal that died.

More recently Octomom.

Joey Buttafuoco and the Long Island Lolita better known as Amy Fisher are prime examples I think. I suppose we should do better than finding infamous court cases. I can’t help it though. John Waybe Bobbitt and has wife Lorena are another example. On a more sinister note the McMartin’s of California certainly had their moment in the sun.

do people count if they had other impact, like send some person to prison or injure a person? is it media attention only?

I think they have to be famous and in this day and age that means media attention.

What about The Lady Who Threw A Cat In A Bin?

She only got 7 1/2 minutes, because the The Girl Who Threw The Puppies in The River was hot on her heels.

Joe the Plumber

Balloon Boy

Elian Gonzalez.

The 20-odd women who raced to tell the world that they fucked the married Tiger Woods.

Special mention among the Tiger Woods women has to go to Rachel Uchitel.

Her first famous moment is actually really sad - being on the front of The New York Times holding a picture of her fiancé (who was killed in the World Trade Center) in the wake of 9/11.

Then to become world famous again, eight years later, for something completely (COMPLETELY) different is quite odd - and by going on Celebrity Rehab/posing for Playboy it seems she’s trying to drag out this 15 minutes as far as it will go.
