Who Created the Federal Do Not Call List?

That’s pretty much it, who created it and who introduced it to Congress?

It was an Executive Department decision with the President, the FTC and the FCC.

However, the courts said the agencies lacked congressional authority to implement the national do not call list, so Congress stepped in in Setember 2003 and passed the required law.
