And why? Here you’ve got a whole bunch of dogs (we don’t even know how many of them) safely contained in some sort of container. Then someone (the aforementioned “Who”) goes and lets them all out. Does “Who” have any idea how long its going to take the finally get the dogs back IN?

One comment though, 20/20 Downtown on Monday did a short report on this song and the group that performs it. No answer was found to the title question.
