I had one from Walmart a couple of years ago. One was needed for some function at school, and being the Media Guy as well as the IT Guy, I took mine.

Just buy a DVD player, they can play CDs as well.
The DVD players I’ve used don’t let you select tracks from the CD, nor do they show which track is playing.
I put “component cd player -dvd” into google shopping, and didn’t get many results for under $100. Well, except for refurbished models.
You could look into portable players or boomboxes. Many of those have component jacks. They won’t have lots of features, but if they have a remote you will probably be able to select tracks.
I fear that CD players will get harder and harder to find. It’s all MP3 players now.
Is the video portion important as well – does the player have to output something to the TV screen – or can you just manage the tracks on the CD player itself (I imagine most would have an LCD display of some sort)?
If it’s just the audio you need, I believe component audio is the same thing as regular RCA cables (the red + white for audio). You can also find stereo miniplug to RCA adapters.
Just for the heck of it, I checked Best Buy’s website. They do list several component CD players, but all are multiple CD changers and none are under $100.
You might find what you’re looking for on e-bay.

You can do the same thing with a cheap portable CD player just by getting a “Y” jack (mini-headphone to component L-R) an plugging it into the receiver.

I just wanted to clear up some potential confusion about the term component.
Component cables carry analog video signals over (generally) three wires and have nothing to do with audio - even though they are terminated with RCA plugs/phono style plugs like the regular line level audio cables.
It seems the OP is using the term component here to mean a “seperate” CD player as opposed to one built into a stereo receiver, television, boombox, etc. However, I stand ready to be corrected.
BTW - I realize you can physically use 2 of the 3 wires in a component cable to carry an audio signal if you wanted - just as you can use a few audio grade phono cables to carry a component video signal. But I don’t think that has anything to do with what the OP is talking about.
Yes, as in component stereo when devices are in separate chassis and connect to the amplifier or receiver with RCA cables.

The good news is that the one I had stolen was recalled by Walmart because they have been know to catch on fire.

You could try craigslist. This is probably too far for you (Ann Arbor, MI) but it’s only $25 for a five CD changer, posted just yesterday. You might have to look for a while before one showed up in your area, or you could try a “wanted” ad there.
I’ve owned an Aiwa XC-30MU for about 6 years and have been happy with it. It can be a bit picky about CD-R but hasn’t had any problems with the hundreds of Taiyo Yuden CD-R (Made in Japan) I’ve thrown at it.
Not sure what the rules are for linking to Flea Bay, but there’s one there that might be worth bidding on.
Local thrift stores usually have stacks of them and they are generally priced around $5-$10. Some are beat and some are like brand new. Take a pair of headphones and a CD so you can test them before you buy (most thrifts have an electrical jack you can use). You may have to get a inexpensive basic universal remote as many are donated sans remote. It may take several trips across a week or two before you find one you like as stock comes and goes randomly.
Ebay has lots of them for not much more. Shipping costs are the killer.
