I remember when the album came out that the song referred to a real event, but intense internet research (five minutes with Google) gives me nothing.
I saw Bruce Cockburn on that tour and remember a very long story explaining “If I had a rocket launcher”, but don’t remember an introduction to this one. (Of course it was a very long time ago!)
He also didn’t play Tokyo the whole concert, and of course we were all calling for it in the encores. He did three encores, none of which was Tokyo.
Not that any of this answers your question. It’s just nice to talk about Bruce Cockburn.
