Economically and socially depressed persons feel powerless, and unheard or unseen.

People who do not have a lot of personal space creates boundaries with their behavior.

Shouting is in the heritage of the African ritualistic lifestyle, and it has remained. (Gospel choirs belt. Classical choral music in sung in the head voice, in traditional European style.)
These conditions are learned and then taught.
All of this is both a symptom of and in spite of the systematic dehumanization that was perpetrated on a entire race of people once brought to America.
Plus they live outside, and thus never develop inside voices.
It bleeds into May too.
Wether white or black if an individual female or male finds themselves in an enviroment where they perceive the crowd to be looking down on them in some way their voices will often get louder as some kind of internal defense mechanism. It is very possible that more blacks than whites would find themselves in this type of situation. I see similar behavior where whites from a lower social class are in the company of whites from what they perceive as a higher social class and they tend to be louder and more defensive.

One good thing has come about from this resurrection. I had recently tried to remember the OP’s name, and could not. I remember him changing it fairly often, and had just filed all of them under the name “turkeyfucker” in my head. There may have been a reason for that, I can’t remember.
Now I can access all of his wisdom about race relations.
