That is: “The Feds” can’t just conjure funding and human resources out of the aether to support the destination cities and create a National Migrant Receiving Project. Or at least, not “Feds” who still believe in acting lawfully. That is something that needs to be legislated and budgeted. And one part of the Congress wants visible failure so they won’t.
I just wanted to add that when you have large groups of people who are scared to come forward as victims or witnesses because of fear of deportation, you set up a situation where those groups are at serious risk of being abused and exploited by organized criminal operations and then crime and worker exploitation flourish.

The OP does seem pretty intransigently ignorant in their sloppy phrasing, but many other people have readily been able to clarify that the feds are not doing the shipping, and could pursue various actions from withholding funding to invasion of Texas. I would hope there would be some possible human trafficking or endangerment prosecutions, but am ignorant of the potentially applicable laws.

Trump attempted to close the border so that all emigration was done according to legal norms. He wasn’t completely successful but made strides, so much so that no one talked about a border crisis or the plight of immigrants. (Cite? nope)
I remember the Dem debates in the 20 campaign, a question asked, something like “if you are in favor of an open border to all comers, raise your hands!” and all Dem hopefuls leaped in agreement, Biden as well.
Joe won, and the southern border became the focus of world migrants. Masses of people moved on foot, via busses, trains, anything because they knew the border was open, and so it continues to today.
This discussion started with reasonable questions, the feds caused this so why aren’t they helping the cities? And the answer is something like not the feds problem, or the feds could perhaps offer economic help but the Republican House would never allow it.

Those refugees should have been stopped at the border. Failing that, they should be evenly distributed around the country. That’s what we do in Canada. Why should the southern states have to shoulder the burden of something they don’t even want?
