why can't I access my router settings with 192.168.1.1?

I 've verfied in command prompt that that is the address. But when I type into a browser it does not go there. My ethernet connection is not working, and using WiFi I am only getting 30 mbps though I have 200 with Optimum.

So is either the ethernet cable, or the router causing the problem? WiFi is turned out, I would have thought it would get me to my router settings. I think I might have to reset the router, but than means moving my heavy TV stand and TV, which means I would have to take all the DVDs out and it would be a pain

ETA. Once again I prove that I am either an idiot or going senile. I choose the latter. I forgot that I have an extension cord from behind the TV stand that goes right beside me. All I had to do was unplug that. Now I have Wi-Fi turned off and ethernet working, and am getting 70 MBPS.
