I see it all the time, including at sentencing, when they’re in prison garb. Is it just to give them something to do? Seems like the lawyer(s) would handle the papers.
I’ve noticed that the file folder often covers up the fact that the defendant is in handcuffs.
Also covers up awkward court-boners. You wouldn’t believe the strange fetishes some people have.
