It’s to prevent double-posting.
DPing tends to happen when the hamsters sneeze, and either submit a given post twice (or more), or if the user gets impatient and clicks the “Submit Post” button more than once. Twas quite the problem in the board’s earlier days.
I thought it was also to protect against posting ‘bots, eliminating the ol’ “OMG Check 0ut +his webp@ge full of HOT N@KED SLUTS LOLOLOL!!!111”.
Well, what if we’re interested in hot naked sluts?

And while hot naked sluts might or not be OK (under what circumstances would they not be, really) leetspeak is anathema.
It also serves as a handy, informal metric for board health–if you can post a reply to one thread, go back to the search screen, open a new thread, read to the bottom, enter a reply and hit the submit button within 60 seconds, then the board’s running really, really fast.
Same thing with Searches.

I hate the time limit on searches - you enter something, hit the button, realise you’ve spelt it wrong, hit stop, search again, and you get the “You’re keen, aren’t you?” message. Which is not only annoying, but also doesn’t let you resubmit the search a minute later, it presumably having been thrown into the hamster’s food bowl.
Actually, you can wait a bunch longer than 60 seconds before posting again!
In general, except for very brief quickly-typed posts, a post submitted in less than 60 seconds is a double-post – a second attempt to send the same post to the server.
Besides, the hamsters will slow their little selves down as membership expands again – it’s happened every time we’ve been given more resources.
There’s already a mechanism in place to catch double posting and it doesn’t appear to be time-sensitive.
Is bandwidth the real problem?
Huh! I always thought it was a way to keep that nocturnal_tic guy under control!
I think there’s a 5 minute limute on the double-post detector, but it’s still a handy thing.
I just like to use it to correct, that is, repost quickly.
Just the other day, I replaced one word in a post that made it seem I was saying the exact opposite of what I meant. The new meaning was pretty rude! So I was trying to fix it before Mr. Man who I was being rude to came along and misunderstood.
Back when I was growing up, we could only post once per hour. We had to send SDMB messages by e-mail, being careful to manually route the message through a BITNET gateway at Graz University of Technology in Austria, which operated at the whopping speed of 1200 baud. In a day or two, the message would appear on a Gopher site. !
Oh, yeah?! Back when I was a kid, we had to chisel our messages on stone tablets, then capture a passing mammoth to pull them upright so people could read them!
Stone tablets?! dang! We had only leaf tablets! It was difficult in the autumn.

Of course we subtract 8 hours a day for sleep and “other” activities, that would be 11,733,120 posts.
The way I see it, you owe us all another 11 and a half million posts. So get cracking.
