Right now my Wii is off, but it’s got a blue pulsing glow all around the disc tray. This light will never turn off on its own, but will only go away if I turn the Wii on and off again.
Anyone have an idea what it’s doing?

The blue light means it’s downloaded (or is downloading) something off the net. So it’s probably just updating.
From my trusty Nintendo Wii manual:
So basically, if you have WiiConnect24 turned on, you’ll periodically see the blue light flashing because you’re receiving data. It could be messages from friends, people interacting with you in some way, or simple game/software updates from Nintendo.
There’s a setting in the Options menu that will let you turn that light off, if I recall correctly.
It means you have a wonderful, special treat waiting for you, and that you have to check your messages to find out what it is. Today it’s because there was a new update to the menu.
