Peppermint Patty doesn’t strike me as the type of girl who would give out valentines.
IIRC, the handing out of Valentine’s Day cards in Be My Valentine, Charlie Brown occurred at Charlie Brown’s school. Of course, Charlie Brown didn’t receive any cards from his classmates.
Now, we assume that Peppermint Patty has a crush on “Chuck”, although I don’t know that this is ever explicitly stated in any of the TV specials. If she does, we are left to wonder why she didn’t give “Chuck” a Valentine’s Day card at school. According to the Peanuts Collectors Club Peanuts FAQ, Peppermint Patty (along with Marcie and Franklin) attend a different school than the rest of the Peanuts gang. Therefore, Peppermint Patty would not have had an opportunity to give “Chuck” a card at school.
Of course, she could have given him one outside of school. Does anyone recall the context of her appearance in Be My Valentine, Charlie Brown? Does she show up at Charlie Brown’s house on Valentine’s Day? Or does she appear sometime prior to the handing out of cards (i.e., days before Valentine’s Day)?

? I wasn’t aware of that. I know he retired a lot of characters (Shermy, Violet, the Patty without the Peppermint, etc) but who did he rename?
The only “renaming” incident involves Marcie, and even that’s questionable.
In June of 1968, Peppermint Patty serves as mentor to three girls in a strip set at a summer camp. The girls are named Sophie, Shirley, and Clara. In the summer of 1971, Peppermint Patty returns to summer camp and meets an unnamed girl who bears a striking resemblance to the earlier Clara. The unnamed girl later visits Peppermint Patty at home and reveals her name as Marcie. So it can be argued that Shultz created a character named “Clara” who later returned to the strip renamed “Marcie”.
