Will the Freedom Tower in NYC become a National Monument

I was watching the last episode of the “National Park” documentary. The episode mostly discussed man-made monuments. They explicitly mentioned the final resting place of Flight 93 was a National Memorial. Once it’s finished, will the Freedom Tower at Ground Zero be designated as such as well? Also, is their a plaque on the Pentagon indicating its victimization?

The building is now called One World Trade Center and aside from it, there will be a National September 11 Memorial & Museum on the location of the former Twin Towers.

Also - The outline of the two towers are both very fancy fountains (black marble with waterfallsall around the edge or something). Aound the outlines are plaques with the names of the victims. (Google that - a very fancy algorithm was used to keep names of co-workers, friends, and those with other connections in close proximity).

The new tower is north of the two outlines, and the other towers IIRC are along the east side of the site.
