Will the new Iraqi PM sit in the Assembly?

Will the new Prime Minister of Iraq sit and vote in the National Assembly (like in a Westminster-style system) or will a substitute take his seat? What about cabinet ministers? Do they need to be appointed from the Assembly? If they are members, do they keep their seats?

From The interim cnstitution of Iraq:

Since the Prime Minister is member of the Council of Ministers, his office is incompatible with an Assembly seat. As to the appointment of the ministers, article 38 (A) rules that they are elected by the Presidency Council upon recommendation of the PM.
