I wouldn’t put it past him, I believe he only cares about himself and will do anything to get reelected and does not care who he hurts or kills to do it. A low turnout election would seem easier to manipulate. Perhaps even targeting blue states/areas within swing states could be done. The CDC guidelines are being relaxed with some testing no longer needed, sure to make the numbers look better while allowing the virus to spread to more people. Wondering if we can reasonably expect a turn for the worse to suppress the voter turnout.

I doubt this is the plan. The plan is that Trump sees COVID as a short-term PR problem, because he sees all problems as PR problems. New guidelines mean fewer tests mean fewer cases found (uh, in the short term).
Yeah, that’s a pretty good summation of Trump’s mindset. He sees any problem as something he can simply lie his way out of without having to do anything approaching actual work. Of course, that has not been the case with this pandemic.
A line of attack Biden and the Democrats could possibly use over the next couple of months is to ask voters “what do you think is going to happen the next time we have a crisis?”
