Windows live hotmail WTF?

I have a friend that I swap e mails with on a very regular basis (sometimes 3-4 a day), sometimes just text, sometimes attached files, sometimes forwarded e mails with embedded pics, you get the idea.
I am on G mail, he is on Hotmail.
Today he sent me a forwarded e mail with embedded pics, which I replied to, and I tried to forward one to him with embedded pics.
Both of my responses bounced with the following message:
This is an automatically generated Delivery Status Notification

Delivery to the following recipient failed permanently:

XXXXXXX@hotmail.com

Technical details of permanent failure:
PERM_FAILURE: SMTP Error (state 12): 550 SC-001 Mail rejected by Windows Live Hotmail for policy reasons. I went to the postmaster live link and found no good information on how to fix this problem. IOW a typical Microsoft tech article. More words telling you less.

So I wrote him an all text e mail outlining the problem and sent it off.
He replied with:

When I got that, I cut and pasted the failure notice into a reply to show him what was showing up, and I got the same permanent failure.
Can some body tell me what is going on?
How do I fix this?
Why does Bill Gates hate me?

Aw crap, wrong forum.
Could somebody flag a passing mod to send this over to GQ?

I had a similar thing with one of my friends. Last week, about the fourth reply from one of my Gmail accounts was rejected and described as a permanent error, by which I presume that I have been blacklisted.
Went to a different account (not Gmail) and it worked. I saw him yesterday and he mentioned not having had a response to one of his messages but I had forgotten all about it until I saw Rick’s post.

It’s not you personally, it’s between Gmail and Hotmail. Nothing you can do to fix it. If it were your domain and your server then there might be something you can do, but you have absolutely no control over whether or not Hotmail sees Gmail as spam.

Now, if your content is causing problems because Hotmail or Gmail has things too tight, you can change your content (however inconvenient that may be) but you still don’t have control over what Hotmail sees as spam.

If you Google that error, there’s a lot of very recent questions posted to various message boards and usenet groups along these lines.

Was there any text in addition to the pics? It’s possible some filter caught some “spam” words and rejected it - it would also explain why some of his messages might also have been bounced.

No obvious spam words in either message. In both cases, messages had several pics embedded and very little text.
What was really strange was that about 2 hours later both emails went though.

Could be that someone spoofing his email got him flagged as a spammer. Some mail providers are watching for things like more than X number of emails from same email addy in a short period of time as potential spam. A couple hours interruption is no big deal to the average hotmail user but would be crippling to a spammer trying to dump 100,000 emails an hour.
