I really do not understand why you think the plumpness or otherwise of lips would affect the quality of blowjobs. Surely, all the stimulation there happens inside the mouth.
Like most other things men think look sexy, plump lips look sexy because they are a visual marker of femininity, one of the many subtle and not so subtle cues, like big eyes, a curving waist, a small nose, or high cheek bones that tell you that this is a woman, and therefore you ought to fuck her. No particular “fantasy” about how big lips might affect blowjobs, or even (more plausibly) kissing, has to be involved.
Even big breasts, IMHO, function mainly as a visual cue, and the actual tactual difference they make to lovemaking is trivial compared to the psychological effect their appearance can have on a man (myself very much included). There may often be fantasies about how good those boobs would feel involved in this case, but, in my experience, although the fantasy is not entirely baseless, the reality falls far short. Big boobs do feel nice, but not nearly as nice as they look as though they are going to feel. Knowing that does not at all stop them looking damn good though. They are still yelling FEMALE at you.
I never said it was logical, or rational, for that matter. It might have something to do with an ex-GF who had a mouth like that and who was particularly talented in that field. It also might be because my wife says she can’t open her mouth wide enough to get me deeper without her back teeth causing some damage. And it might just be because I like the look of a wide mouth.
You know back teeth are actually to the side, right? Your wife may have very good reasons for not wanting to take you deeper (such as her gag reflex, for one thing) but it has nothing to do with her back teeth, or with the size of her lips, come to that.

I agree with your first sentence. Guys like the visual of full lips on the dick. In hip hop, there were some that called them ‘dick sucking lips’.
Well I’ve heard the boys say one set of plump lips is indicative of another set being equally plump which makes me wonder how far the trouters are prepared to plump and whether men with big feet really do wear big shoes.
