If someone cut my work out for me then it would actually make it easier because everything is there and ready to go, it almost implies to me that someone has started your work for you. But whenever I hear it used it is in a negative tone as in you have a lot to do.

I’d paraphrase it as, “If you want to accomplish such and such, there’s at least x amount of stuff you’ll need to do.” So, you have at least a set amount (“cut out for you”} of effort (“your work” - implied is that it’s not inconsiderable) to expend.
