I believe it means the hook snagged the fish somewhere other than in the mouth.
Correct - In order for a fish to meet the requirement of the IGFA, it must be caught ‘legally’ (in accordance with local Fish and Game Regulations) - in this case, the fish was hooked outside the mouth, which is against the rules in CA (or atleast for that body of water).
Who said there was something wrong with it?
