Upon further review, it seems to be called Kernkraft 400, and it is by Zombie Nation.

I’m going to guess this is it. (Give me a break, people. I know Rock & Roll Part II by Gary Glitter and this is not even close. It’s twice as fast and is an actual chorus of people saying “Whoa-oh-oh”, etc.)
