If you have a concern about a thread for any reason, it’s always best to report it rather than take action yourself. It’s simple to report a post - just click the red triangle in the upper right corner. An e-mail will be sent to all the forum moderators.
That particular thread could perhaps go in IMHO. However, at present many posts seem to be giving significant factual information about the Franco era. I looked at it and decided to leave it at least for now. I would guess that at least some of the other GQ moderators have seen it and decided not to move it either.
Don’t hesitate to use it, even for something like a forum move. Moderators don’t have time to read every thread, and we rely on reports for things that may require our attention. We may or may not decide to take action, but at least we know about it. We would much rather have an occasional unnecessary report than have to deal with a fight that has already broken out or an extensive hijack.

I’ve even asked others to report a post for me, if I realize too late that I have probably put it in the wrong forum, and because you can’t report your own posts. I’ve always looked at the report function as being for all things that might need moderator attention, of which misconduct is only a small subset.
Many people, including me, would not be in the least angered by another member saying, “hey, I think this is in the wrong forum!”. But others feel differently, and you can never tell, so I think I’ll just follow along with what Colibri suggests.
Personally, I don’t particularly mind people saying things like, “I think this is more of an IMHO-type question, but in terms of GQ what I would say is this…” But I would suggest not posting merely to state that you think it’s in the wrong forum. Better to use “report this post” for that.
One thing that I would like to discourage is posters saying things like “This thread is obviously headed for Great Debates, so in anticipation of this my answer is…” As long as a thread remains in GQ, GQ standards apply. Initiating a debate while it is still in GQ may force a move to GD even if the question can be answered in GQ terms. And I generally prefer to leave threads where they started if possible.
