Your best bet is to get the advanced AV pack which will let you do component video output (note: not to be confused with composite) at 480p, then get a component-video-to-VGA converter. A company called KDS used to make them, and when they discontinued them, some company whose name I can’t remember bought up all their stock and was selling them for $69 each. I assume they’re gone now, but you should be able to find something similar, albeit maybe not that cheap.
There is a product called X2VGA that goes from the Xbox to a VGA monitor. It will let you use the HD modes that some (most?) games support, and thus get a much better picture.

Note: I’ve talked to people who have this product (some guys that I’ve played online with, and I think the Penny Arcade guys have mentioned it a few times) but I’ve never seen it actually working, so I can’t make any claims on how well it works. If you hunt around you can probably find independent reviews of it.
I believe you could also use a TV Tuner card, and hook the console up to it however you please.
