'You must update your apple account" --Apple won't let me get past the privacy screen

Just trying to link my apple account so I can watch Apple TV. I don’t use any actual apple devices, this is through my cable box.
When I try to link the subscription, it forces me to log in. Fine. But when I do, I get to a page all about 'Privacy" and 'how we use your data", with a big blue ‘continue’ button that I can’t get past–nothing happens when I click this button, either on my phone or my laptop.

And if I try to go to ‘support’, it forces me to log in yet again. Only on that screen, it tells me I have to update my account to be allowed to continue. Which I can’t do, because I can’t get past the ‘continue’ button after I successfully log in.

And each time, it sends me both an e-mailed code I have to put in, and then a text message code, making the whole process beyond tedious. What the heck is going on here?

Are you sure the link is actually from Apple, and not a spoof popup prompting you to download malware?

Yes. I didn’t click on a link or a popup—I went directly to account.apple.com. On multiple devices, trying different browsers.

Can you open a new incognito / private window on your computer, go to apple.com and try to login there?

I don’t have any Apple devices, so this is just a guess, but— some of those “accept our terms” windows require you to scroll down to the bottom of the legalese before you can click to continue, so all parties can pretend you’ve actually read the stupid text.

I can successfully log into apple.com or tv.apple.com
It’s just when I try to go to account.apple.com, which I apparently have to do, that I run into the problem.
Found a whole reddit thread of people having the same problem.

Tried that, it’s definitely not there. The ‘Continue’ button is all the way at the bottom, there’s nowhere left to scroll to.

Have you tried a different browser on your laptop? Turned off all pop-up and ad blockers?

Two different laptops, Chrome, Edge, and an Android phone.

the Reddit thread is chock full of ‘solutions’ that work for some people but not others. My problem started on my phone, and lots of people are saying switching to their phone worked. Apple apparently tells people you need to log in with an Apple device, but some people tried that and still had no luck.
