I believe it refers to the relationship, not the locale.
I thought that domestic violence was generally used to describe spouse/domestic partner abuse - whether actually inside the home or not. I’ve never heard it used in a case involving children before - I’d think the child abuse charge would be sufficient, but IANAL and I don’t know Florida law.
That said, that woman is a fucking idiot - kids tend to slow people down, allow for extra time.
