Harrassing phone calls are illegal but (at least in some parts of Georgia) you have to have a certain number of calls within a very short time frame for the police to do anything. If a person calls you one time, it’s not legally harrassment. That’s from my personal experience. I would guess that the law might read slightly different in other parts of the country.

I doubt seriously if I could do it, but if widowed mother-to-be was made of some really strong stuff (and she apparently is to have been able to deal with Phucked Up Phred thus far), it would be tempting for her to come directly to him and his henchmen and stop. Pull out a camcorder (and supplement with regular photos too) and start documenting his behavior. At some point, she’d have the opportunity to explain what she was doing and why…

This is one of those rare occaisions when a) I wish I were in California and b) it would be worth sitting in prison to make sure these wretched people don’t cause any more grief to distraught widows ever again.
Why can’t our Homeland Security arrest these people and send THEM down to Gitmo? They are terrorists and do not deserve to be free. Their lives are so miserable and filled with hate that they have to attempt to make everyone else’s lives miserable. I reserve the words “hate” and “cunt” for people who truly deserve it, but unfortunately neither one of those words would do Phelps and his spawn any justice. They are beyond and below any of that. These are people who deserve every single horrible thing that happens in their life, let’s hope there is justice for this scum.

The troll theory is interesting. I wonder if Phelps and his ilk go out of their way to hurt and harass, just so they can sue and scream “Religious discrimination!” It seems like lawsuits are their source of income, and they can’t sue if they can’t get other people riled up enough to attack them.
