Well, the “!!!” part is plain enough, and the “1111” is “!!!” without the shift key, and the “one” is “1” spelled out. AFAICT, the whole thing is a slap at Internet dweebs, their enthusiasm for exclamation points, and their sloppy keyboarding.
Unless, of course, there’s an actual dweeb somewhere who typed out the “one” unironically, in which case I’m baffled.
Other variations include adding an “eleven” on to the ends of the string of ones. This serves the same purpose (which Nametag nailed), but is a bit more amusing the first time you see it.

Yep. It’s basically saying “I am so excited that I have lost the ability to type clearly, if, in fact, I ever possessed it at all!!!11one!”
Nametag’s got it – it’s making fun of the l33t-speak kids with their chatrooms and their MMORPGs and their oral sex and their poor typing, specifically the fact that when excited they’ll add a bunch of exclamation points but remove their finger from the shift key before their other finger is off of the 1 key. Of course, the l33t kids themselves may have started using the joke as well by this point, not just us crochety old geezers who get together to talk about the good old days of mainframe Zork. (Indeed, they l33t kids do apparently use “teh” on purpose, making fun of the fact that they themselves misspell “the” more often than they get it right.)
If some dweeb did, in fact, type the “one” unironically, he would truly be TEH SUXXORS!!!111 lol
