Thinking back on it more, I think I’m wrong on the order of things here. I think he didn’t plant the “evidence” on Meredith’s laptop until after he already had decided to step up the timetable. I’m guessing that the plan was to simply do the same thing later – then go to his normal shift, and wait for CTU to decrypt the “evidence”.
