As always, I’m blank when it comes to Angel episode titles.
However, this is the Angel episode where we first meet Gwen, the skin-tight electrically-charged catburglar. The quote is from Fred to Angel; they have cleaned out Cordy’s apartment because Cordy’s been gone all summer to Higher Powerville, floating serenely above the clouds and bored stiff. Since Angel is back, that would make it NOT episode 1 of Season 4, probably episode 2 or 3. No idea what the title is.

re the Angel/Fred quote your description is certainly enough. The episode’s title is “Ground State” FWIW.
The not having to tell me twice bit was Buffy talking to Giles and Mrs. Summers during “Band Candy.” I’ve since used that line in real life, to very humorous effect. I probably owe Joss royalties. Anyway, the new quote is:
