I’ve been messing around a lot with the Civ3 editor and I have created a modification that I thought I’d share with you. This isn’t the superunits mod I asked for input on last week, as I’ve been having problems making that balanced, this is one I use for regular games. It has a lot of changes, I didn’t keep track of what all I did, but here’s some of the more notable ones.
Technological advance is about 20% faster on all difficulty levels.
All size maps allow 16 civilizations. This leads to some very cramped and cutthroat games on smaller maps.
The effect of Scientists and Tax Collectors has been doubled.
There are two new governments available, Theocracy and Fascism. Theocracy is available with the discovery of Theology, has production penalties like Despotism, distributed corruption like Communism, slower potential research, and no upkeep cost for military units. Fascism is available with the discovery of Nationalism, is like Despotism without the production penalties, allows more military units per city, and has increased military police effectiveness and draft rate.
The Republic allows a few free military units per city, though nowhere near as many as other more war-oriented governments - this is to make it more than a weaker form of Democracy.
All units with a ranged attack now have ZOC.
Some military units have been given the ability to attack more than once in a turn, such as Cossacks and Riders.
War Elephants are now available considerably earlier in the game, but are reduced in power.
All naval units are considerably faster.
Submarines are more effective.
Some resources are more readily available, and can be found in more places.
Clearing forest produces 50% more production.
The Great Wall places a wall in every city on that continent that can use one.
The Great Library requires you to have built 3 libraries before you can build it.
Shakespeare’s Theater is less useless, now that it produces one happy citizen in every city of your empire.
Some advanced wonders (like Longevity and Cure for Cancer) require you to build a research lab first.
There’s more that I can’t recall right now - oh yeah, horses are visible from the beginning of the game, and every civilization starts with 3 technologies instead of 2.

To use it simply copy it into the folder that contains your existing civ3mod.bic file - I forgot which directory that is, so just do a search for that filename.
