That is, as I understand it, a symptom of the Narcissistic Personality Disorder, which is widely thought he is suffering from. To support this, at one time he told a bunch of pastors that he’d never committed any sin. So I don’t think he’s pardoned himself. Or given secret pardons to anyone else, although not for this reason.
Pardons are usually processed through some agency, I forget if it’s in the Justice or State Department, but one of those. I don’t know if pardons that are not processed are valid, but they’d certainly be questionable.
Presidential power. I’m 99.99% confident that a dated and signed document from a President that said “dtilque is pardoned for any and all Federal offenses” would hold up.
It is normally run through an office because they are either pardoning specific crimes (and don’t want to give carte blanche) or because they want to make sure that the pardonee hasn’t done anything else that would be embarrassing to the POTUS (why did he pardon that pedophile?).
