The relevant statute has a loophole. Defacement is only illegal if the intent is to “render [bank notes] unfit to be reissued". Those companies are claiming that it is still legal tender thus shielding them from the charge that their intent is to make them unfit for circulation.
I would not accept that at my register and I doubt my boss or my company would either.
I’d suspect that their audience are primarily buying them as keepsakes, rather than intending to circulate/use them as currency, especially given that it looks like those are selling for $30 (i.e., you’re essentially spending $30 for a $2 bill with a novelty picture affixed to it).
Yes, I know. My point was, however, that it isn’t really legal tender if no one will accept it. I suppose someone could theoretically make a big stink, but I can just imagine what the bank (or the ATM) we deposit money in would do.
I get that; I think that @Elmer_J.Fudd 's point is that the “defacing” of those bills isn’t enough to technically (from the Fed’s viewpoint) render them unfit. Or, at least, they’re using that as a fig-leaf legal justification to keep anyone from trying to prosecute them.

I saw a clip of the speech where Trump rambled on about how he doesn’t ramble on. Trump also said he owed long speeches to the hundreds (thousands?) of people who had camped out in tents for days to see him speak there.
