For anyone who played Tom Clancy’s: The Division but gave up on it after a while Massive have started an effort to do a significant re-balance on game based on a lot of feedback from the player base.
There is now a Public Test Server (PTS) for PC players to test the upcoming 1.4 patch (extensive patch notes on this reddit thread: https://www.reddit.com/r/thedivision/comments/54rymc/global_14_pts_patch_notes/)
The aim is to recapture the fun of playing the story (Level 1-30) in the larger post-level 30 world and give solo/PVE players and those who don’t enjoy the DZ a way to advance, grind for gear (lots more good gear drops) or just have some fun fighting NPC gangs across the whole map.
A few major changes:

[li]Upon reaching level 30, players are now able to select a World Level Tier that controls the level of enemy NPCs encountered and the quality of the loot they drop[/li][li]Time-to-kill enemy NPCs has been lowered.[/li][li]All NPCs will now have chances to drop High-End and Gear Set items, tougher enemies (veteran, elites) have higher chances to drop.[/li][li]Added Field Proficiency: Players can now gain experience past level 30 and earn loot caches.[/li][li]Roamer NPC groups and bosses are now back in the open world. They now respawn every 24 hours. (Lots of discussion on this point about the respawn time - may change to a lower figure)[/li][/ul]
Huge changes to just about every other aspect of the game: skills, talents, weapons, attachments, DPS calculations, enemy AI etc.
I played for around 2 hours on the PTS last night and it feels really nice, high-level enemies are no longer bullet-sponges that absorb 5 or 6 magazines to down but they do scale with world tier to keep the difficulty about the same, AI flanks more aggressively, the old meta of one gear set/talent stream being far more effective than all the others has changed so you can really mess with gear sets, talent and weapon combinations to fit your play style.
So if you played The Division, enjoyed it, but gave up after level 30 it may be worth having a look at the progress on the new patch and give it a try.
