A neighbor (years ago, in Seattle) told me she stimulated her male German Shepherds. I think this is something like that, only you don’t have to wash up after.
The cat seemed to like it.
I sleep with a parrot and I find that odd. You figure learned behavior has to be learned. How did the spanker and spankee come to this point?
Probably went to the sex shop and found the whips too intimidating.
(Taking you seriously.) It’s been observed that some cats like light, rapid swats on the rump. Someone decided to use foam paddles instead of bare hands. The rest is Marketing.
One of my cats is like that. She sticks her rump up in the air and I pat her just in front of her tail. Then she will nuzzle your arm and nibble your fingertips. Weird cat that one. Nibbler Libby is her name. My wife picked her out at a pound. When my wife came around the corner the cat stuck her paw out as far as she could and grabbed onto her arm. When we got her home she explored every horizontal surface in the house from the floor to the roof. I guess she picked us. Cats.
God, just spay the poor thing already.
I’ve had cats all my life and about half of them have gone batshit by having their hips swatted just like that.
Oh, and the Wife likes it too.

Just tried some light swats on the flanks of one of my cats (a spayed female) and she began to purr loudly.
Who knew.
Now the next moral outrage will be S&M kitty porn.

My cats freak out and run if I do anything like this.
Mine was spayed before her first heat, and she still loves the swatting. It’s just…weird. My boy-cat (also neutered) likes to be petted rough, too, but not the same way.
There’s a reason why one of the kittehs is nicknamed Spanky.

Damned if I can remember how I figured out that she actually liked getting smacked on the rump, but it’s one of her favourite things in the world and has been since we got her at the age of 6 mths (she was spayed shortly thereafter, before she ever went into heat).
Well, to be fair, it’s one of many humans’ favorite things, too. It’s taught in massage school, y’know. I love it, 'cause it’s far easier than effleurage on me, and it makes people melt, giggle and go “ah-ah-ah-ah-ah-ah-ah-ah-ah-ah-ah-ah”. 
My cat LOVES to be spanked. Her favorite instrument of punishment is an empty soda bottle. She rushes over whenever she sees me or my roommate drink the last of our drinks and immediately demands to be spanked with it.
